The Allied Electronic Simulations ("AES") has no authority to change a simulation's content, player manifests, or actions of the players or GM within their simulation. Article II - Simulation Joining & Removal
1. A sim will be accepted into AES after a majority vote of the members of the AES Workgroup.
2. Any simulation receiving a majority of "No" votes will be ineligible for reapplication to AES for one (1) calendar month from the time stamp of the Moderator's rejection letter.
3. A sim may be removed from the AES by a majority vote of the GM List for any of the following reasons:
Article III - AES GM List
The GM List and AES Workgroup are presided over by a single Moderator, elected by the majority of the GM List, who also perform in the role of representing AES to outside sources, such as other simming organizations who wish a dialogue with AES, and will be the contact person between AES and the rest of the Internet.
Sim Reports will be filled out and turned in by the respective GMs on a bi-monthly basis
Article IV - AES Website The
The Webmaster is elected by a majority vote of the members of the AES GM List. S/he undertakes the responsibilities of creating and maintaining the AES Website with the AES Workgroup members' assistance.
Article V - AES Code of Conduct
AES GM List and Workgroup members will be expected to follow the AES Code of Conduct when dealing in AES matters or using AES resources, and shall agree to abide by the following:
1. I will endeavor to provide a fun, enjoyable simming environment for the players of AES.
2. I will endeavor to be polite and respectful in all things; I will treat the simmers and my fellow GMs/Workgroup members with civility and compassion.
3. I will do what I can to further the goals of AES and will not obstruct AES in its task of providing excellent games to simmers.
4. I will try to make the GM List and Workgroup lists as pleasant as possible. I will post only necessary or positive things to the lists. I will not flame others on or off the lists, and will not post unnecessarily to the AES mailinglists.
5. Anybody who causes a disturbance on any List is subject to banning by the Moderator of the appropriate List. For AES Workgroups, the member will be removed on first warning for 1 day; on second warning, for 1 week; after the third instance the member will be removed from the Workgroup List and will be unable to participate in the Workgroup for a period of one year. For the Staff List, Article II Section 3 can apply. As an alternative to implementing Article II Section 3, a motion can be forwarded to ban the offending GM, and permit an appointed Delegate to represent that sim on the Staff List.
6. a) If a GM/Workgroup member acts in breach of the Code of Conduct offlist by sending an offensive message to another Workgroup or GM List member, the matter can be taken to the GM/Workgroup Moderator. It will be up to the Moderator to decide whether the individual will be subject to banning from the pertaining List.
b) A GM will be responsible for their Delegate's behavior on the GM and Workgroup Lists. If the Delegate causes disturbances, the GM/Workgroup Moderator may notify the GM of the sim being represented by the individual about his/her behaviour. It will be up to this GM to either correct this individual's behavior by whatever means they deem necessary, or to appoint a new Delegate if they so choose. Appointed Delegates are subject to banning on the Workgroup and GM Lists, just as GMs are, except upon the appointed Delegate's third offence, they will be permanently removed from all Workgroup Lists and the GM List. At this time it will be necessary for the GM to appoint a new Delegate.
c) If a Sim's appointed Delegate refuses to comply with any of the AES Constitution's rules and requirements, the person will be automatically banned, the Sim's GM will be notified, and a replacement Delegate must be appointed.
Article VI - Game Status
Should the GM of an AES Simulation experience a period of time where he or she will no longer be able to run their particular Sim and provide a fun, enjoyable simming environment for the players of AES, the GM has a number of options on how to proceed:
1. The GM may choose to withdraw their Sim from AES at any time for any reason. This is done by the GM posting a message to the GM List notifying them of the withdrawl of the Simulation from AES.
2. The GM may choose to turn over the Simulation, its idea, concept, players, characters, website, mailing lists and/or channels to another qualified person to run as the new GM. This is done by posting a message to the GM List informing the group of the change in GMs for the Sim in question. As long as the newly assigned GM meets the AES requirements posted at the time of the transfer it will be accepted upon notification. If the newly assigned GM fails to meet the posted requirements, the original GM must choose another individual to replace them. If a suitable replacement is not found after one month of the GM's announcement to Staff about their intended departure, the simulation will be placed on hiatus for a period of a month after which time an automatic removal of the sim will be carried out.
3. a) The GM may choose to place the Simulation on 'hiatus' for a specified period of time, not to exceed 6 months. Such requests are made by posting a message to the GM List. The GM Delegate must state, at the time of the hiatus notification, what date they expects the Sim to be returning to 'active status'.
b) A GM can choose to return their Sim from 'hiatus' to 'active status' at any time. Should the original requested period of hiatus extend beyond the initial reported time, an extension can be requested by the GM by sending another message to the Staff List, but under no circumstances will more than 6 months' hiatus time be granted within a 12 month period.
c) Simulations on hiatus are expected to turn in their Sim Reports in a timely manner when they are called for.
d) A simulation on hiatus will have its website links, banners, and advertisements removed from the AES website and designated as being on hiatus on the AES site.
Article VII - Elections
1. Elections for an elected position within AES will be held whenever a position is vacant, either by resignation or removal. In the interim an electoral Moderator will be appointed to count the votes; this person cannot be running for the position, and should be agreed upon by all the candidates in the election, or chosen randomly.
2. Should any Staff member be unhappy with the current Moderator they may call for a vote of no-confidence. This process will abide by the following rules:
a) The motion to call a vote of no-confidence on the current elected Moderator must be seconded by another member of Staff. Immediately following the second a eight (8) hour blackout on list discussions will occur. Violating that blackout will result in a twenty-four (24) hour ban. Following the eight (8) hour blackout a forty-eight (48) hour discussion will commence immediately; afterward the vote will begin, lasting no longer than five (5) days.
b) In the event that the incumbent Moderator is voted out through the no-confidence vote, they will not be permitted to run for for that position for the following six (6) calendar months. The former Moderator cannot call for the removal of the newly incumbent Moderator for a period of six (6) calendar months.
c) In the event that the vote of no-confidence fails to remove the incumbent Moderator they will retain the position. Furthermore the Staff member calling for the vote will not be permitted to run for the office that was challenged for a period of six (6) calendar months, and will not be permitted to call a vote of no-confidence on any elected position for a period of six (6) calendar months.
d) The Moderator or Acting Moderator of Staff/Workgroup may allow for emergency e-mails to go through or reduce the period of silence to no less then two (2) hours, if Staff or the Workgroup is dealing with a current issue that requires continuous and immediate attention. Article VIII - Workgroups
1. Tasks and work to be accomplished in AES will occur on the AES Workgroup. The responsibilities of the AES Workgroup shall include (but are not limited to) admitting new sims, creating and maintaining an AES website, and ammending the AES Constitution.
2. a) Should there be a need to create another Workgroup on a permanent basis to help with one of the aspects of running AES, a new section to the AES Constitution shall be added, outlining what the responsibilities of that Workgroup and its Moderator are.
b) All AES Workgroups may create internal operational rules for the day to day operations of the Workgroup. Any rules must be approved by a majority of the Workgroup members, and displayed on a Workgroup website. Examples of internal operational rules can be Workgroup membership requirements, discussion time limits, and voting proceedures. Any internal operational rules cannot override any rules already a part of the AES Constitution; should there be a conflict, the rule in the AES Constitution shall have precidence and the Workgroup rule is to be considered null and void.
Article IX
The Constitution's Definitions, Sim Application Form and the AES Ratings are a part of the Constitution itself, and are to function (and be treated) as such.
Article X - Operational Website Criteria
An operational Website, in AES terms, is one that
